Over the last 10 years, Boulter Stewart Limited has offered Project Management services across many types of building contracts, which aid our clients to achieve success by the provision of a range of services to benefit the overall planning, control, co-ordination, cost monitoring and design and construction processes for projects of differing sizes and complexity. We are experienced in providing Project Management services to a variety of clients, whether they are knowledgeable property/construction professionals or laymen developing a “one-off” project. Our expertise allows us to work closely to co-ordinate and manage the design and project team from inception to completion, or to provide a comprehensive “one-stop service” and combine various specialist construction consultancy disciplines: such as design services and design management, quantity surveying, cost management and contract administration. Of course, our services are always flexible and can be adapted to suit individual client requirements. We work closely with our clients in developing clear objectives to ensure a successful project delivery strategy, identifying and managing the key elements of Risk, Time, Quality and Cost, by having: § Qualified and experienced project managers; § Single point responsibility; § Clearly defined reporting methods; § Effective communications and client liaison.
Pre-Design Phase
- Reconfirm Owner's objectives and key milestone dates
- Prepare initial design and construction development programme
- Prepare outline cash flow analysis for consultancy fees and construction costs
Design Phase
- Conduct initial concept design review meeting with Owner and Consultants
- Prepare master schedule, review and update as necessary
- Prepare development budget
- Undertake comparative cost studies of alternative scheme design proposals
- Coordinate design development, review drawings and specifications
- Conduct weekly design coordination meetings with Consultant team and Owner's Representative
- Conduct design development progress meetings with Consultants and Owner's Representative
- Prepare detailed cost plan, and cost control the design development
- Advise on methods of Tender and Contract
- Advise on longlead procurement items
- Carry out contractor pre-qualification and prepare list of tenderers
- Coordinate production of tender documentation including provisional Bill of Quantities
- Recommend form of agreement, contract conditions, preliminaries, and conditions of particular application
- Supervise tendering process, respond to Tenderers' queries, analyse tenders received and advise on selection
- Produce cash flow analysis
- Review and process consultants’ applications for payment
Construction Phase
- Provide assistance to Owner in obtaining any required building and special utilities permits
- Schedule and conduct pre-construction start-up meetings with contractor (s)
- Review bonds, insurances etc, and arrange site handover and access etc.
- Update master schedule to incorporate Contractor's construction programme, issue dates of "Approved for Construction Drawings", and area handover dates
- Initiate QA and QC procedures. Monitor compliance
- Supervise quality control and inspection
- Initiate Safety procedure. Monitor compliance
- Monitor construction progress and conduct regular weekly progress meetings with Architect/Engineer and Contractor
- Conduct regular monthly meetings with the “Project Steering Group”, consisting of senior representatives only of the Client, Consultants, and Contractor. Jointly resolve any major problems to progress
- Recommend changes as necessary
- Review and process change orders
- Review and process consultants’ and contractor applications for payment
- Establish records systems and maintain site records
- Provide periodic cost reports, cash flow reports and forecasts
- Review project correspondence, change orders, and claim submittals. Make recommendations to Owner for resolution of claims and disputes.
- Develop and monitor shop drawing review schedules with Consultants and Contractor
- Develop and monitor materials review schedules with Consultants, Contractor, and Owners Representative
- Review and combine the Consultants’ and Contractor’s monthly progress reports for submittal to Owner
- Prepare details lists of defects and outstanding works
- Determine date (s) of substantial completion
Post-Construction Phase
- Schedule and monitor testing, commissioning and handover of building systems
- Obtain operating and maintenance manuals, spare parts etc.
- Supervise making good defects, outstanding works
- Remeasurement of competed works from as-built drawings and preparation of final account
- Determine date of final completion
- Coordinate and schedule owner occupancy.
Special Services if required
- Management and supervision of separate trades contractors or Owner's work force
- Services in connection with assessment of loss and replacement in the event of damage by fire etc.
- Services beyond issue of final completion certificate or in the absence of such certificate, sixty days beyond the issue of the practical completion certificate
- Services in connection with expert witness testimony in arbitration proceedings or litigation
- Development of procedures for dispute review boards (DRB) and mediation for claims resolution.
- Provision of litigation support, schedule/delay and disruption analysis, and expert reports.
